19 of Medvedev's 21 victories have been achieved on hard courts
A revitalized Daniil Medvedev won his first championship for nearly 30 months with success over opponent Moutet in the competition final.
The athlete, a former world number one, has had a torrid period, winning just one match at the big events and experiencing a meltdown at the New York tournament.
His inconsistency on the tennis tour - and difficulties with his serve in particular - led to him falling of the elite rankings and ultimately splitting with long-time trainer Gilles Cervara.
Currently training with Thomas Johansson and his other coach, he has consistently advanced in the recent weeks - peaking in a tightly fought competitive win over opponent Moutet.
It is his first title following the Rome competition and maiden on a hard court from spring of 2023.
Victory also indicates Medvedev has won 21 titles at 21 different competitions.
"It's the first time I have attended a competition with my both daughters at once, so to get a title is really nice," said ranked player Daniil Medvedev.
"This title is in honour of my child Victoria, because the maiden victory I won when my child Alisa was born was for her."
The tennis star, the past champion, had lost his past six title deciders, including in the German tournament earlier this year.
The player's counter-punching strategy and recurring emotional displays on court had led observers to wonder if his skill to play at the highest level was finished.
But the athlete has altered his approach in recent weeks, attempting to approach the net and perform assertively, supported by an enhanced serving game.
The champion recovered from a break down in the first set against the tricky Frenchman, taking 4 of the concluding five games to take the lead.
The pair traded break points in the middle set before Moutet, striving for his initial professional title, took control to force a final set.
The opponent defended 4 initial chances in a close third set before the champion secured a break to that score to secure the win.
Fittingly, he secured the win with a point at the net, with his opponent unable to handle a return after two hours and 38 minutes.
